Man Changing Tire on Baltimore Beltway Killed in Hit-and-Run Car Accident

CATONSVILLE, Md. — A man was killed in a hit-and-run crash early Sunday morning on the Baltimore Beltway near the Wilkens Avenue exit, according to Maryland State Police.
Troopers responded around 2:20 a.m. to the Inner Loop of I-695 following reports of a collision involving two vehicles. Investigators say the victim had pulled over to the shoulder and was changing a flat tire when he was struck by another vehicle. His truck’s hazard lights were flashing, and he had set up a flare to warn approaching traffic.
The victim, identified as 67-year-old Junior Dunkley of Owings Mills, was transported to Shock Trauma, where he later died from his injuries. The driver who struck him fled the scene. Authorities are searching for a red Toyota Tacoma, model year between 2005 and 2012, which is missing a bumper.
This tragic incident comes as Maryland continues to raise awareness of its expanded Move Over law, which now applies to all vehicles stopped on the side of the road with hazard lights or flares—not just emergency or tow vehicles.
“This is an important moment to talk about how crucial the Move Over law is,” said Maryland State Police spokesperson Kyleigh Beaver. “When you see a vehicle on the shoulder, give them space whenever it’s safe to do so.”
Ragina Ali of AAA Mid-Atlantic added, “Many drivers still think this law only applies to police. But it applies to everyone — including commercial drivers and everyday motorists.”
Violating the law can result in a $110 fine and one point on the driver’s license. Causing a crash raises the penalty to $150 and three points, and if the violation results in serious injury or death, fines can go up to $750.
